The Dell Inspiron I3565-A453BLK-PUS is an affordable Windows 10 laptop with a standard-size 15.6-inch display. Unlike many budget notebook models which are based on quite slow Intel Celeron or AMD E1-series processors, the Inspiron I3565-A453BLK-PUS comes with a decent AMD A6-9200 dual-core CPU. The A6-9200 is a lower-mid-range processor. It’s comparable to the more popular Intel Pentium chips. Would increasing the ram from 4Gb to 16Gb improve speed or would I be better off changing the HD to SSD?

I always recommend upgrading from HDD to SSD as the first choice, since it brings a big improvement in overall user experience of everyday computing, but in your case the RAM size is very low for today’s standards. You could be fine with 4GB of RAM if you don’t use multiple programs and web browser tabs at the same time. But, as soon as you exceed 4GB due to multi-tasking, the performance hit can be severe.
